The thing is, even if toads are summoned Minato can just teleport them to another location. Either he transports them to one of his kunai somewhere outside the battle grounds (since Minato has kunai in other locations) or he can just create a shadow clone to shunshin to a far away distance, drop the kunai somewhere inconvenient and then the original sends the toad there. Or Minato can just constantly evade until the summoning time ends.Minato takes the first scenario since I see him getting around the toads and catching Jiraiya with a rasengan due to FTG eventually. The second scenario I see Jiraiya taking because I believe with the toads he has enough time to get into SM and then he can counter Minato's FTG. Jiraiya should take the 3rd scenario as well as he'll already be in SM.
My decisions are really based on whether Jiraiya can summon toads faster than Minato can take him out
If he can't then its scenario 1: Minato, scenario 2: Minato scenario 3: Jiraiya

Only reason say Jiraya could take scenario 3 is because Fukasaku and Shima are tricky, it's risky form Minato to try and engage him in CQC with the toads on Jiraya's shoulders. Minato would need to enter Sage Mode to win 3 I think.
About what you said about Minato constantly evading, I agree he could do that but that takes time and during that time Jiraiya may be able to enter SM.
Which is why shadow clones are helpful
Ah I see, makes sense. I just feel like Jiraiya would know Minato's powers being his Sensei and would have some kind of contingency plan in a fight against him (I want him to win LOL)
