Tobirama has flying thunder god but not with kunai, suiton master, strong senju chakara, edo tensei, fast reflexes, swordplay, sensor and more intelligent than minato in my opinion. When he was revived he used kamikaze techniques due to being the edo tensei creator.

They're both without a doubt immensely powerful shinobi, Tobirama posseses more of a variety of jutsu imo but minato is extremely strong in his areas of jutsu. To me they're around equal i cannot tell who's better.

Everyone is yelling that he marked Juubito but they forget the fact that he was slashed in order to mark him that means Alive Tobirama cannot mark Juubito.
