There are 3 possibilities

Tobirama > Mady and Hashi
Tobirama < Mady and Hashi
Tobirama = Mady and Hashi

We don't have enough proof to say that he is faster,we might say that Tobirama is faster based on manga portayel but saying that he can blitz a top tier and highly skilled Shinobi like Jiraya without having considerable feats is not wise IMO and that's why Iam arguing over this topic.

Ah, well I don't think he can blitz Jiraiya with Shunshin alone. I guess we'll leave this be then?

I'm surprised no one brought up the scan of Jiraiya getting blitzed,

By the same guy Sage Mode Naruto blitzed,

So this clearly shows that Jiraiya's version of Sage Mode might not have threat sensing ability like Naruto's so a blitz might occur based on Tobirama's sneaky fighting style.
