Minato still outclasses Tobirama. Minato's version of FTG is slightly better with the use of kunais being dispersed around the battle field. He has summons as well as barriers. Not to mention rasengan. Tobirama has one s/t technique and exploding papers, and a couple fodder suiton jutsu.​

Tobirama is more intelligent and as wuicker thoughts in battle than Minato.

Tobirama's isn't as Diverse as Minato, but it's still pretty useful, instant=instant

All Minato mainly focuses on is FTG and Rasengan, but Tobirama is a "Jack of all Trades" having the use of Suiton, Edo Tensei, FTG, and Infinite Explosives, and he might have more in store as the fight goes on. (Not using theories as a point though) Which all the jutsus and techniques he has are quite powerful in itself.

Your right but you said stronger. Tobirama has way more power. The things you listed are technical jutsu's in my opinion. they are good but dont showcase power. i did read it but i dont think he is stronger. minato is more skilled in terms of brains and jutsu development but is not stronger.
