amaterasu came close to Raikage, Raikage shifted a distance away from the flames leaving an after image, in the time it took Raikage to shift away, this after image was hit. Speed is distance divided by time, The distance between Amaterasu and the after image was less than the distance between Raikage and the after image when the image was hit, meaning that Raikage covered more distance than Amaterasu in the same time interval ergo Raikage is faster. I remember once explaining this to you a long time ago iSpeak.
We cant even tell how close the Amaterasu was to the after image from looking at the Manga. Plus, you cant tell how far Sasuke was to even make that assumption.
Also, it shows that Amaterasu moved a longer distance than Raikage did anyway. It managed to reach the guy all the way at the back whilst the Raikage:
