Gai is definitely strong but he still pales in comparison to many other ninjas and shouldn't be compared to top tier shinobi at all. We don't have any idea how much damage Gai did to susanoo anyway so there is no use saying he destroys Sasuke's complete susanoo or anything else absurd.
