The man stops at Ay. Ay is faster until shown to be otherwise, and considering Ay's durability and ability to evade attacks, Hirudora is going to have trouble connecting, and if it does, the damage is not going to do much to Ay when even Kisame could survive it. The fact that he'll be killing himself all through the fight and that Ay will need but a single punch to win means things aren't looking good for Gai. He should beat Oro, most likely Tobirama and maybe Kakashi if he can evade Kamui's line of sight with his speed. I don't see him beating anyone else. He won't even beat Tsunade if he can't get past Byakugo.
