All we saw of him was a Lava Armor and a few techniques. They were impressive, but it's far from being able to say Roshi was better at Lava Release than Mei was. In the end, it's a matter of opinion.

Mei has far more versatility in her techniques. She can use anything from Water techniques, to Earth, to Acid, to Lava. Kisame's one of the stronger Water users we've seen thus far, but even he would have his back against the wall against someone as seasoned as Mei.
Yamato said that if you can use a KG then it's simple to use their respective basic elements. That means Mei can use her Earth just as well as she can use Lava. It's also a fact that Earth has an elemental advantage over Water. This alone gives Mei an instant edge.
Not to mention that Mei is the Mizukage of the Mist Village. Unlike most people that have fought Kisame, Mei has complete knowledge of Samehada and it's abilities. This is the most important advantage that Mei has. In battle intel is everything. The more you know about your opponent, the better you can formulate tactics to fight them with.

All we've seen is him being controlled by Tobi, and that doesn't even count as being him. We have no ground for comparing Roshi and Mei. We can't even tell if Roshi was better at Lava Release than Mei. Just because Roshi was a Jinchuuriki doesn't automatically mean he was Kage-level like Bee or Naruto. Take Yugito for example: Was Yugito Kage-level? Absolutely not.
- How do we know how strong Roshi was?
- Have we ever seen him fight?
Basically, what I'm saying is we have no way of comparing Roshi and Mei, so the fact that Kisame defeated Roshi doesn't tell us how Kisame would fare against Mei.
Plus, like I said, Mei has a unique advantage - she is the Mizukage of the Mist Village, which means she has complete knowledge of Samehada. Knowledge is key in battle, and in that regard Mei has the advantage.
As for Earth techniques not being much use against large Water techniques, it's just like using a Fire technique against a Wind technique - the Fire technique becomes stronger because it has an elemental advantage. Now, obviously if it's an extremely powerful Water technique then it'll get to a point where it could overwhelm the Earth technique, but Mei is a high-level ninjutsu specialist.

In terms of higher skill level of nin jutsu.. I would give it to Kisame just for his incredible amount of summons, Shark bullet that tops any ninjutsu, and his environmental changing jutsus.
Don't get me wrong Mei has him beat in variety, and better "elements" or w.e (lava, boil, acid).

Here is my logic:

This means that because Mei can already use her KG (Lava and Acid) to great effect, then it means she can use their separate basic elements just as proficiently. Earth is one of the components to making Lava, and because she can already use Lava proficiently to the point of creating pools large enough to submerge Madara's Susanno, there's no reason she can't use Earth Release to great effect as well - in this case, large magnitude techniques
As for Kisame's Shark summons (his 1000 Sharks, for example), keep in mind he was only able to use those because he was near an entire ocean which boosted his Water techniques making them stronger. Even if he was near an ocean again, it would also benefit Mei seeing as she is also a powerful Suiton user. Since Mei and Kisame are both Suiton users, whatever environmental advantage that Kisame gains, Mei also gains
Once again, I'd like to bring into this argument that Mei has full knowledge of Kisame's (and Samahada's) abilities. I wish people would give this key point the attention that it deserves. Intel has been shown to be a key factor that has the potential to turn the tides of battle in several occasions in the manga. The major things that gives Kisame an advantage would already be known by Mei.
For example, Kisame's Giant Shark Bullet that feeds off the opponents chakra and grows stronger, Mei would know about this technique and just simply avoid it. I don't want to make this sound like a simple task, but physically avoiding it is a genuine counter action to a technique that feeds off your own attacks, is it not? It's more logically to avoid a chakra absorbing technique than to feed it. And other things like Kisame's fusion with Samehada, Mei would be keeping an eye on it from the very beginning of the fight and actively aim for an opportunity to separate him from Samehada to prevent the fusion. Again, not saying it's an easy task, but at least she'd be aware of it unlike Bee who had no idea
Basically, what I'm saying is this: Because Mei has full knowledge of Kisame's abilities it gives her an advantage. I'm not saying it gives her an instant win, but it does give her a very important advantage. In my opinion, that combined with her other strength puts the battle, in general, in her favor

She does know that he can fuse with it. Even young Chojuro knew. If he knew then it stands to reason that the Kage of their respective village would know as well.
The Giant Shark Bullet is one of Kisame's special techniques, and it's been shown that shinobi of different nations can know the special techniques of highly skilled shinobi. Out of reputation, people from different nations knew about Kakashi's Chidori. There are tons of other examples but I'm too lazy to list them all right now. If Kisame is in Konoha's Bingo Book, then it means he is also a well-known shinobi (S-rank criminal) all around the world.
It's not out of the question that she could know Kisame's moves. It's pretty illogical to think that the Kage of a village wouldn't have fair info on an S-ranked criminal from their own village. If people like Kisame are in the Bingo Books of other nations, then it's only reasonable that their own country would have even more info on them
