you can't base intelligence off of of medical jutsu. It's really a over-all act. I would say they are the same in that area. Both have proven to be very smart.

Yes you can.Let me ask you this, who's would be more intelligent in the real world, a doctor who has revolutionize the world of medicine, or a soldier who has made many cool weapons?The answer would almost always be the doctor.Tsunade took medical ninjutsu to it's highest peak.She is known as the best in the entire shinobi world.That takes serious intelligence, and the databooks back that up with her having a 5/5.So far, we haven't seen anything from Mei that suggest her intelligence is on that level.

tsunade summons katsuya and overwhelms mei with acid and superior numbers. then she uses genesis rebirth for any damage taken.
