That seems to say otherwise :S plus a sensai told me i could use this move when i made my bio and it says i make a clone/illusion and then you hit the clone/illusion

yeah but think about it a giant lighting dragon is heading towards you in super high speeds plus you can only make one clone with the clone jutsu dude and did suffering pain let you re-do your move haha well I'm not trying to go against you that's just my opinion lets wait for a mod or a sensei

it works he used it when the other guy was was subing if he made the clones before suffering pain fired his ultra cheap move (that takes somtime to charge) then its good and pervy sage is okay

You need to ask an RP-mod or sensei to judge it. However in my opinion this battle is still on as Suffering Pain didn't properly used Kirin. For Kirin you need to shoot Dragon Fireball Jutsu and not Great Dragon Fire to the sky, then Chidori and then Kirin. Either way he never said he aimed it at the sky, whether it was dragon fireball or great dragon fire. It seems to me he used it as a defence against the Flame Flower and as they are both A-rank, they destroyed each other.

The sky never got prepared for Kirin, so you can use it all you want, but it won't fire.
