Eventually Law will be in that league. He's DF is strong, versatile and difficult to fight. Fighting Law would mean fighting him in his room. Advantage Law. Once Law becomes an admiral level fighter, he's gonna be OP.

But it can "only" ruin islands at a time. Unless by the end, he's able to create a room as giant as the OP world and manages to cut through it. To be honest most devil fruits are weak when you don't know how to use them properly.
