masked guy is he holding back his power or is actually quiet weak

the masked guy has had a tone of opportunity to capture both bijuu in one whole sweep with the abilties he posses and as we read in the manger madara says

if i can touch i win

or is holding back for an unknown reason but then why would kabuto say he becoming impatient and he seems so serious to win as shown in this picture

i think he's holding back, cuz kabuto is scared of him

Tobi is holding back his powers and the resaon for him to be abit serious is because the King of Hell Statue (Gedou Mazou) is weakening.
