-To be honest i ignore the timeline of both Naruto and mario mangas....and to my knowledge Mario mangas takes place in New york......but Mario is also from japan....

kishimoto might expand the naruto world from konoha to entire japan then to the whole world..then to the whole universe where kaguya came from

That's indeed an interesting way to connect the 2 manga, however I think that here the symbolism is more about evolution in technology but your theory makes perfect sense nonetheless.
