Because there is no guarantee that these "new light" will awake. Itachi said, after Madara had unlocked the secret of the eMS, there were other Uchiha, who tried to get the eMS too, but none of them could achieve it.
Because of that incident, the eMS is one of the most protected secrets of the Uchiha-Clan.
On the other hand the basic prerequisites aren't easy to achieve anyway.

both cant have ems in same time.one have to get the eyes and transplant it. there was few had ems other than madara and sasuke.

Madara didn't take Izuna's eyes because he didn't have a choice, he already knew about the progression of the Sharingan from the Uchiha tablet. Izuna gave Madara his eyes before his death, as he knew Madara was going blind and Izuna was dying from the wound that Tobirama had inflicted on him in battle.

The Uchiha Table gives the reader the information on how to progress their eyes to the next evolution stage. That means that if you have the normal Sharingan then it tells you how to get MS, if you have MS it will tell you have to get EMS and if you EMS it will tell you have to obtain the Rinnegan. So Madara already knew about unlocking the MS and EMS, and he knew how to unlock both. That is how he unlocked the MS and that is why Izuna offered his eyes before his death. Madara loved Izuna so much and he wouldn't even remotely think about ripping his brothers eyes out unless they were offered to him by his own brother.

as i say itachi stated uchiha killed there siblings for gain ems. there was many with ms after madara bt so few got ems. so it can think that way.
