Naruto hasn't used all bijuu chakra since vote, all bijuu chakra + RSM is what grants him gudodama,markings,etc. Sasuke also haven't used any rinnegan six paths abilities since vote. They got nerfed.
The only rinnegan technique sasuke used since vote was ameno, he hasn't used anyother techs. Not even chibaku tensei but obviously he still can. Same situation with Naruto, kishi nerf them for plot.
Yes he is on their level, as an Uzumaki his body is the Gedo's substitute. Because Uzumakis inherited the Gedo's traits he doesn't need the full bijuus to produce the Juubi's power, a little is enough, furthermore he already demonstrated the ability to absorb the same levels of NE as a JuubiJin.
Uzumaki's have strong bodies but their limit is most likely Kurama. Naruto can hold Kurama chakra + other 8 bijuu along with vast amonts of natural energy because he is Ashura's incarnate. I don't think any Uzumaki can contain that much power, Naruto is an exception.
Yeah that's what I was saying, Uzumakis inherited the Gedo traits but as a transmigrant, Naruto was the only one capable of reproducing it's feats.
