Indeed Tsukoyomi is an MS genjutsu hence it is casted with MS..but you cant say other genjutsu as Tsukoyomi.
IMO it is just an MS genjutsu if it cant control S/T;by controlling S/T it means that it should be an instant in real world and hence leave the victim in torments...

Amaterasu is the greatest Fire based jutsu and is above all other fire release.
Both are unlocked upon MS. Depending on how well you use those powers is up t the character. U have a genious like Itachi, he makes it so when he uses tsuko, he controls time and space within it.
Then u have the genious sasuke who can control the flames of amaterasu like a pro.
Then there is Madara who isnt quite the genious, but is really powerful, his mastery over the Tsuko and Ama arent that great, but his mastery over susanoo is perfect.
Then you have Shisui who used something entirely different.
Obito and Madara both can use it, but it is weak. They want Juubi's power to use Tsukuyomi on the world.

your wrong, madara and obito have genjutsu not tsukiyomi. madara needed to be hooked up to the gedo mazou in order to get even close to itachis tsukiyomi.... ITACHI IS THE ONLY ONE WITH TSUKIYOMI,,,,, SASUKE MAY SOMEDAY REACH TSUKIYOMI LEVEL

That makes sense if think controlling s/t time as an extension to Tsukoyomi..but That makes any MS genjutsu as tsukoyomi.

Tsukuyomi is just MS genjutsu technique in which Itachi utilizes control over space and time.
MS Genjutsu used by Sasuke and Madara are incomplete version of Tsukuyomi version.
Obito is incapable of using MS genjutsu only Base Sharingan genjutsu
Madara may have Incomplete Tsukuyomi and Incomplete Amaterasu.
Neither Madara or Sasuke are good Tsukuyomi technique users that why they rearly use it.
