I am pretty much sure that the chakra cost cannot be considered as a major drawback for the Mandalores since it just practically takes up 5 chakra points per turn so I believe that it is much more 'chakra' efficient compared to the original Chakra Sensing which are possessed by the Sensory type of ninjas. And note that the opponent does not know what type of vision you are using since everything is going inside your helmet. And about your question, yes you would be totally blinded for a while when you are having night vision active and then suddenly a flash bomb goes off. But the heat vision is quite different and probably, you may not be blinded because the flash bomb may not have produced enough heat to blind you off. Just to be on the safe side, you are better off asking some RP moderator. The night visions comes only handy in the night time and in case a flash bomb goes off while you activated that, you are probably going to die soon (in the sense that you are opened to other attacks launched by the opponent) since you are going to be totally blind from the high amount of light entering your helmet at the same time. And yes, the One Tomoe tracking perk is good when fighting in close quarters. It allows you to analyze some attacks even more quicker than you normally can without the helmet. Now with that clarified, we might as well move on to the next one.
-Chakra Sensing: The Mandalorian armor's helmet contains special chakra receptors that allow the user to gain spacial awareness of nearby chakra. This acts as a sort of rudimentary chakra sensing. The user cannot differentiate between different individuals chakra or elements and even assessing chakra levels is very difficult (chakra sensing drains 5 residual chakra points from the user per turn and its activation counts as a move). However, this basic chakra sensing is secondary to the main ability given by the chakra receptors in the helmet which is to monitor the users own chakra flow. The armor can alert the user about any alteration to the chakra flow through visual, auditory or tactile stimulus throughout his body. If the user so wishes, the user can release himself from the genjutsu with a sort of kai but without a hand seal, disrupting the chakra flow by having the armor "jolt" his own chakra flow (30 chakra cost, works on illusions up to A-Rank, usable once every 3 turns, counts as a move).
