What does it matter? Manda has speed and can attack from underground. Katsuyu can only spit acid and turn into smaller ones. Manda attacks from behind and rips it bit by bit, if katsuyu turns to small ones manda just rolls it over like a road cylinder.

And also, if 1/10 Katsuyu > Katsuyu in regards to size.. I think its only logic to say that full Katsuyu is the biggest summon we will see.

Acid that is the most dangerous we know of? Yes that makes her the ultimate summon.

Split up bodies into smaller thousands of pieces ? Yes that makes her the ultimate summon.

Having the ability to have a telepathic relationship with the contract users of Katsuyu ? Yes that makes her the ultimate summon.
