Ok, the first technique; Suiton no Jutsu; can basically create waves, shields, and blast of water. Basically you can create a bullet to attack, a wave to distance wither your opponent or yourself, or to hide, and a shield for defense, all without NEEDING a water source, but you can use one if you want.
The second technique; Kirigakure no Jutsu; you can basically create a smokescreen. You don't NEED a water source for this one either, but one would be able to possibly make it better with it (in my mind atleast). Due to it being based on chakra, those with higher levels would be able to make a thicker, denser, mist that can last longer.
The third technique; Futon Kihon Jutsu; allows you to create a blast, or stream of wind. You could basically change direction of thrown/ weak attacks, you could also use the stream to send a kunai or shiruken faster, or around the enemy.
The fourth, an final, technique; Futon: Fusajin no Jutsu; is basically a weak sandstorm. You blast a gust of wind, im thinking from the air, and it will pick up and blast sand and dust everywhere, all over the trees and rocks, loosening the ground, and, possibly, blinding your opponent temporarily. This can also make footing on rocks and trees weaker, and give you a chance to hide or attack the opponent.
