From my understanding Magnet Release is a kekkei genkai which allows the user to convert his/her own chakra into magnetic forces and/or magnetise an object.
It's been stated that Third Kazekage had magnetic chakra which allowed the manipulation of Iron sand respecfully. The manga states that after studying the host of the One-Tailed Shukaku of the time, the Third recreated its sand-manipulating powers by combining his own magnetic chakra and iron powder, which produced the Iron Sand technique.
Gaara's father used his magnetic chakra to manipulate gold dust which is specifically used to counter Shukaku's sand, by taking advantage of gold's heavier weight to mix in with the sand and hamper its control. Gaara and his father shared simmilar chakra signatures, yet Gaara didn't possess the Magnet Realease.
