I think it is a very special type of tool as he is carrying that for more than 80 years since he was fighting hashirama and still now

its a slicing blade shaped as a fan - with the uchiha crests - and has a long chain - like hidans scythe was attached to him - i think it has a purpose - since he used it to fight the first

o don't think it is just a fire element enhancer, it definitely must be special weapon, and by the way in what way does it look like a fan, it looks more like a violin
