Pain plan was to bring peace. Madara just use Pain pan "to bring peace on ninja world"... he want to control the world with that genjutsu "Moon Eye". Like he said "controlling all of humanity within that genjutsu, I will become one with the world!". There can't be peace like Mizukage and Gaara say "A peace born of illusion is nothing more than a lie". That is how i see the things....
