Madara told Konan is true motive was to become whole, he said the sage of the six path created the tailed beasts from the ten tails and by absorbing some of senju Hashirama powers when they fought at the final valley by capturing all the tailed beasts and together with his and senju's power he will become the complete ten tails.

i think that as a former shell of himself he was actually being truthful, sometimes the truth in the right places and from decieptful people can be more misleading than an actual lie. it makes people think more than they need too.
