I think they might be equal. Although, it's hard to tell as just looking at those pictures, you can see how bad
Kishi's scaling really is. In the second picture you posted, you can see that tiny figure in Kurama's
head which is Naruto, who takes up a tenth of the head instead of half of it like the first pic so
that means based on that picture, Sasuke's susanoo is actually equally sized with or even larger than Madara's
PS because Naruto's avatar is also standing.

So yeah... Kishi scaling is completely ass. He might be able to draw better than most of us by a lot, but geez,
his sense of proportions is just....

Anyways, the size is irrelevant. Sasuke's PS >>> Madara's shown PS.
Madara's Rikudo PS might've been stronger though, but that was never shown.
