He would need to activate his sharingan then activate Susano'o. Hiraishin is instant. Madara would need time.

Obito is fùcking fast, Sasuke still blocked his baby tbb.
Therefore Madara would be able to block Hiraishingiri

That's assuming that Tobirama's version doesn't require seals or hand signs, which it most certainly does. If it requires seals, Madara activates susanoo and prevents Tobirama from marking him. If it requires hand signs, then he might teleport inside the susanoo.
