Madara is evil. He craved power. That was his whole point. He wanted to be the most powerful and got greedy with power. He would kill and manipulate anyone to gain it. Madara didnt use IT because he want peace. He used IT so he could be the leader of the world and be acknowledged as the one who brought peace. Since no ome acknowledged him to be hokage he tried yo force people to acknowledge him as a savior/God. Once his brother died he didn't care about anyone else's life
