the two bosses in the fourth ninja war. in my opinion they're streets ahead of the rest of the top 10 ninjas, even of all time.
Madara-Probably the best fire user, EMS, Susanoo able to form seals, giant meteors,Mokuton KG,Rinnegan, Kyuubi.
Tobi- best space/time user in history,intangible for 5 straight minutes,has a 5-min izanagi, can warp people to a seperate dimension just by touching them. Also has the Rinnegan, 6 jinchuuriki with full number of tails, 5-tails at least able to go into full beast state, Gedo Mazo. and he seems pretty resistant to injury, a rasengan to the back just wounded him, plus at least part of him is made of some gooey (zetsu?) material which he can regenerate after ripping out.

personally i'm leaning more towards tobi, 7 vs 1 is a bit too much even for Madara. what do you think?
