why would he do this??? madara was the best and first with the ms (not counting his late brother) and has an extremely proficient use of the ems and now the rinnegan. he would never acknowledge itachi as being better than him. and i know he is smarter than him. smart enough to orchestrate wars and a battle just to obtain dna of his biggest rival. he has so much unknown power you can't call him less than itachi.
