No, sharingan (or rinnegan), no genjutsu, no susanoo, no cheap one shotting techniques. Just pure skill, regular jutsu's and hand to hand combat. So which creme rises to the top? The wise, smart Itachi or the brute & calculating Madara?

First hokage isn't that great at all honestly. He got rekted by basic edo madara which they both were at the same level.

He was pretty beast if you ask me, having the ability to nullify ninjutsu without truth seekers is pretty astonishing.

I'd say Madara because he is very intelligent (although I wouldn't say smarter than Itachi) plus he has more experience than Itachi. Also with Itachi's TB he is extremely limited in Taijutsu whereas Madars is extremely good at Taijutsu and knows more jutsu and jutsu strengths and weaknesses than Itachi. Itachi's too reliant on genjutsu

The only reason this isn't a stomp, is that you restricted all genjutsu and not just sharingan genjutsu. Otherwise Ephemeral and a kunai would solo low diff. With the restrictions, Madara mid diff.
