Have you seen/read any other manga/anime, There is clearly way more better villains then Madara.

Full metal alchemist:
Father (the main villain) - planned everything out and at the end succeeded (although for a short while) he literally created more damage then madara could ever do.
Wrath (president) - how many people did he kill for the cause??

Bleach:
Gin - just his smile is freaky as f**k (although people my say he turned good) I say he stayed bad to the end trying to reach the "GOD" tittle.
Aizen - that's all I have to say :/

Naruto:
Orochimaru - he at least killed someone important with his bare hands. He waged a war aginst the leaf village without the Ten tail and all these haxxed jutsu and nearly won.
Nagato - he is a better villain then Madara. Nagato got all the tailed beasts fought the leaf village by himself and destroyed it. Fought the 9 tailed Naruto and almost won (technically he did win but thanks to plot he lost)

Fate zero:
Caster - he literally killed innocent kids and waged war against the world.

The main villain forgot his name :/ again is way better then madara..... The things he did!!! He literally killed the main heroine
