People are saying the Danzou = Madara. This is false. Their relationship could be something else though, just not the same person.

* The difference is in the "stress marks" under the eyes.

Tobi is shown in some village. Its not where Pain is located, rather, looks very similar to Konoha.
* The text on the side states that its Madara.

Kisame even recognized that Tobi = Madara.

Madara was talking to Sasuke. And you see a picture of Tobi AKA Madara from before Itachi killed the Uchiha. It looks like an ANBU mask... Itachi was the only one who recognized this connection between Madara and Tobi though.
SO, maybe there is the possible connection of Danzou to Madara, if Tobi was in ANBU in disguise. But without Sharringan, Danzou is a weak manipulative fool. Only reason why we are fearful of him, is his connections with an underground ANBU Root.
However, we can say that, ANBU Root could be in coordination with Madara. I think that this is the only way Danzou and Madara connected. AND it makes sense. Madara wants the 9-tails for himself. He controlled the creature in the past. Pain is going to Konoha though to get it. Danzou doesn't want Naruto to be in Konoha, just like Madara. Tobi/Madara easily defeated/thwarted Naruto in their first encounter. I wouldn't trust Naruto to defeat Pain, if I wanted the 9-Tails.
