Any Uchiha with a fully developed three tomoe Sharingan could control a bijuu or summon.

OT: Madara is no doubt very strong in his usage of the Sharingan but I think Itachi would be able to defeat him with Tsukyomi. Itachi's usage of Tsukyomi and genjutsu in general are almost unsurpassable. Shisui As well has the ability to defeat Madara with his absolute genjutsu that you wouldn't even know your in.
Tobi as well has achieved Space time techniques with the use of just his three tomoe Sharingan.

4.) Madara and Sasuke are balanced not exceeding in the use of one specific Sharingan ability instead they are proficien in all of them.

if its about strongest sharingan user then definitely madara then shisui , itachi , rest.... simple madara was battle trained and he must have found have more ways to utlize his sharingan than anyone else from his intense fights..........
