i do agree but it doesn't necessarily mean that he couldn't beat him, kabuto is up to something BIG as we all now it mite just be that fighting madara would ruin his plans for example.

Kabuto unlike Madara actually succeeds at what he trys to do and Kabuto has quite a bit of experience having been a spy for most of his life

also I don't recall anyone underestimating Madara as he never gets out of a fight with out losing an arm or nearly getting killed his fight record actually has just as much loses as wins

In a fight Kabuto could just have all 20 or so of his zombies rip him apart
