Yes you read correctly. Guys what Madara wants is no different from what Obito wanted, the difference is that he wants to be 10 tails jinchuuriki and now he has suceeded in that. Furthermore, it would redeem him as the villain and would give him a twisted sense of a Messiah. Think about it, the first time he didn't allow Obito to revive everyone was because he wanted to be the one to be revived. Now he has no such need.
For that reason, madara reviving everyone might have been his plan from the beginning. By allowing Obito to do that, first it will allow Obito to redeem himself as well as a villain but also it would be noble of him considering that in this way he would show respect towards him comrade's last will (because let's accept it, even if Obito failed, he did a lot for Tsukuyomi's success) and in that way he would get his other rinnegan back from a peacefully dead obito who would be drained out.
Also, madara at his current state doesn't care if anyone is about to be revived, hell not even Hashirama. He can take all these guys with ease and thus reviving them has no risk at all, considering that he won't even be the one who will get sacrificed. That way, the other ninja might rethink about whether they want to fight against him, since he has even given them a second chance, and so they might wait patiently for Tsukuyomi's success!
To sum it all up, there is a fairly good chance that Madara might decide to let Obito revive everyone since by doing so more people will be put under the Tsukuyomi and no one will dare to oppose to him and even if he is, he is bound to die before Madara's great power.
I must say that reviving everyone is not something that I would like, but if it was to happen because of Madara's desire, it would be a bittersweet irony to see everyone bow before a living god and accept his binding.
