Yes, in my opinion in a 1 vs 1 Hokages > Other Kages

Asura was fodder he couldn't beat Indra he required free power up to rival indra even then he couldn't beat him and the 2 gt destroyed. And Ems madara wasn't beaten by Hashirama neither was edo. A blind madara solo'd a sage mode 1st summoned near his full power. Hashirama knew Madara's power was too much for him.
