You can see meteors with the naked, regular, non-sharingan eye. It's called a meteor shower. They happen every August/September. Try looking up some time.

I don't think Tobi is powerful enough to Bansho Tenin the moon. Maybe, though, he could Chibaku Tensei close enough to the moon to make its orbit start to decay rapidly... "Thanks to my mighty Chibaku Tensei, the world has a mere 600 years left before the moon comes crashing down! Mwuahahaha!"
