Tbh Hagoromo > Madara. He's the one who FOUNDED Ninjutsu and he knows all jutsu and has Creation of All Things. Madara has destructive power, yes, but Hagoromo is still on a different level. To even compare him to Kaguya is insanity imo.

I know because the Juubi was the manifestation of the Shinju's anger at its fruit being stolen by Kaguya. The Shinju did not just vanish, it was sealed in Hagoromo in the form of the Juubi.

Madara is probably not able to use any EMS techniques just like Obito couldn't use Kamui as Juubi jinchuuriki. And, we don't know if Hagoromo had Mokuton. But it wouldn't be illogical to say that he did, at least as the Juubi jinchuuriki, seeing as how the Juubi is made of wood.
