Madara's goal is to destroy the ninja world by destroying the ninja villages. What better way of destroying the ninja villages than by killing their leaders, the Kages?
Madara can teleport anywhere. Why doesn't he teleport into the Kages' bedrooms while they're asleep, and assassinate them while no one's looking? Does he not know the location of their bedrooms? He could find out easily with a little bit of recon.
So if Madara is able to easily assassinate his key enemies without any risk to himself, why doesn't he? This is because, for some reason, he is incapable of doing so, or he has something to gain by not assassinating them.
The possibilities:
1. Madara has some kind of hidden weakness that prevents him from killing the Kages. This is unlikely, considering he was able to kill Danzou's two guards before Sasuke battled Danzou.
2. Madara has something to gain from not silently assassinating the Kages. This could be because Madara is trying to let Sasuke kill the Kages, and let Sasuke gain experience from battling and killing them. But why does Madara need Sasuke to become more powerful? Is he planning something like Orochimaru, to take over Sasuke's body? Madara could simply not want his clan, the Uchihas, to die out, but this is unlikely, because he said that his clan forsake him and shunned him, which is why he attacked the Leaf with the 9-tails. Or does Madara need Sasuke's help to control the 10-tailed beast? This is certainly a possibility.
