Madara has an undisclosed motive

Madara's goal is to destroy the ninja world by destroying the ninja villages. What better way of destroying the ninja villages than by killing their leaders, the Kages?

Madara can teleport anywhere. Why doesn't he teleport into the Kages' bedrooms while they're asleep, and assassinate them while no one's looking? Does he not know the location of their bedrooms? He could find out easily with a little bit of recon.

So if Madara is able to easily assassinate his key enemies without any risk to himself, why doesn't he? This is because, for some reason, he is incapable of doing so, or he has something to gain by not assassinating them.

The possibilities:

1. Madara has some kind of hidden weakness that prevents him from killing the Kages. This is unlikely, considering he was able to kill Danzou's two guards before Sasuke battled Danzou.

2. Madara has something to gain from not silently assassinating the Kages. This could be because Madara is trying to let Sasuke kill the Kages, and let Sasuke gain experience from battling and killing them. But why does Madara need Sasuke to become more powerful? Is he planning something like Orochimaru, to take over Sasuke's body? Madara could simply not want his clan, the Uchihas, to die out, but this is unlikely, because he said that his clan forsake him and shunned him, which is why he attacked the Leaf with the 9-tails. Or does Madara need Sasuke's help to control the 10-tailed beast? This is certainly a possibility.

he wanted Sasuke to be able to use Gedo Mazo i think and at that time i think he said Sasuke still wasnt ready to use it or something. Maybe he will need sasuke to fight and gain more experience like you said, so he can control gedo mazo and then madara would use it to his own benefit which i dont have a minimum idea of what it could be. Maybe control the 10 tailed beast as you said.

My opinion is that he needs Gedo Mazo to do something big. And also, Madara said he needed to get to the rinnegan so i dont think he will use Sasuke's body.

Now here comes something: maybe madara wants another upgraded version of sharingan or some abilities the sharingan needs to have in order for that statue which had the multiple sharingan eyes to work. How would Madara achieve that with Sasuke using gedo Mazo?

That summon seems to amplify one of the user's abilities. Here, it seems it's made of wood, so let's assume the 1st Hokage used it to seal the bijuus (since the statue is also used to seal them anyways):

1st Hokage uses Gedo Mazo: He had the necklace which allowed him to control the tailed beasts. With enhanced control he could have control over multiple tailed beasts has he had when he fought madara.

Nagato uses gedo Mazo and seals away all the soul's of hanzo and anbu roots who were with him. One of the pein corpses was shown to be using something that took the soul of the opponent. Like when that body took away Shizune's soul.

Pein (under the control of Nagato of course) wanted to have the bijuus in order to do that big jutsu of him. Probably, since the main body would use it, it would create a huge shinra tensei, like the one pein said he wanted to create, that weapon he talked about after he collected all of the bijuus.

Now if sasuke uses gedo mazo, maybe it would amplify the power of the sharingan and then madara would take over his body or something like that so he would have the ultimate sharingan technique. And with that he could accomplish his true goal
