Either one of two things are happening :
1: madara doesn't have the eye on yet because if he did , he wouldn't be able to leave kamui dimension. He needed an eye just to get there and Obito is trying to bring the fight over to the world (not the dimension)....
2: he has the eye and is just controlling Obito to do it...
Either way, we will see Obito again and we will see him get some type of hit before dying due to knowing the truth about rins death. Unless naruto heals him like he did to guy
