madara can control the fox and naruto?

No he can't controll the nine tail.It need to be out. But he can controll naruto.

Nope, Nagato couldn't control it, and he had the rinnegan which is the upgrade of EMS.

of course this alone is not my whole reason why, just an addition to why everyone is saying he can't.

there was a different seal before and also He didn't control the Kyuubi, he just supressed it's chakra and also you can't a tailed beast inside a jinchuuriki, it has to be out, and also now neither Sasuke or Madara can supress it's chakra because Kyuubi's chakra is different than it was at that time (Naruto put it in a different place)

The fox is sealed and cant be controlled but it is possible to supress the power the way Sasuke did, I don't know if this is a special ability of sharingan or genjutsu.

Minato sealed the kyuubi's chakra/malevolence into naruto, therefore they were separate entities, either naruto or go into crazy non-aware fox mode.

So when sasuke met the fox, naruto had no control over the fox chakra, therefore sasuke could suppress it.

One naruto used the key to open up the minato's seal so he could filther the kyuubi's chakra from its malevolence intentions, he then re-sealed the fox, now having separate access and control to fox's chakra without its malevolence.

Before he opened the seal, when using the fox's chakra= fox deranged naruto
After opening and re-sealing= access to kyuubi's power without the overwhelming malevolence control from the fox.
