Though Madara's motives were never to exterminate, just to rule. Many monarchies that still rule today were brought to power by doing things way worse than Madara.

If 2 people have 2 different purposes for their plans, that doesn't make the other have control of the plan than other (Kaguya), when the other had been progressing the plot to his wishes (Madara). Your argument makes no sense and is invalid to the discussion.
