In my opinion, in scenario 1, Luffy beats Ace at the high end of mid diff/low end of high diff (aka mid-high diff) and then Luffy loses to Vista mid-high diff since he is weakened. For scenario 2, Luffy beats Ace mid-high diff, he beats Vista high-extreme diff, he ties with Jozu, and he loses to Marco high diff.

Doffy's best feats consist of beating an injured Law and somewhat keeping up wit G4 Luffy while both parties were injured. As for portrayal I don't see how he's portrayed above Vista at all and as the hype it really doesn't matter when he trumps Doffy in the other two.

Vista has literally stalemated at top tier the latter who called off the confrontation, while his portrayal off that puts Vista near the top tiers, unlike DD which is the damn opposite.
