If a speed battle then Wendy wins. If a physical strength battle then Lucy in Taurus form would destroy Dragon force Wendy. If a magical power fight then I give the slight edge to Lucy as Urano Metria is stronger then Skydrill.
Thus who wins the overall battle. Lucy mid difficulty. Leo destroys Carla. Lucy while in any Star dress fends off Wendy before casting Urano Metria. It took Wendy two tries with Skydrill while in Dragon force to put Ezell down so I don't see it putting Lucy down especially if she use any kind of defense.

Lucy doesn't need to break a Gold Key to defeat Wendy.
While DF is strong if you look at both characters performances during the Tarturous arc Lucy had the superior performance(Not even including the Spirit King). Urano Metria took jackal out in one go while it took Wendy two tries at Skydrill while in DF to put Ezell down. Also Lucy Taurus Mode has the better physical feats showing between the two. Only area in which Wendy would out class Lucy would be Speed. Any Spirit could take out Carla as she is a non factor. Lucy has many advantages against Wendy and Carla in this battle.
