Well there kinda is.
One Piece as a manga is a unique one as you can't really place some characters above others based on fights.
Power lists are typically made to give a general assumption of a characters power, being above another character in a li st doesn't necessarily mean they would beat one another.

Luffy was made of rubber rendering Enels attacks useless to him.
If Enel in fact went up against someone who would take damage from lightning based attacks he would have a much better chance winning.
Enel has a better chance at winning against Marco than he would against Luffy.

Enel was defeated by luffy only because he wasn't affected by lightning. Did you see how easily enel stomped on the others? (zoro,gan fall , robin , wiper ). This si what will happen to lucci. He is nowhere near fast enough to evade lightning.

Base Lucci stomps no-dif. Enel is baldy overrated as posted by LC he lighting didn't even kill anyone noticeable despite most taking clean hits. Another thing Enel has no physical ability he depends on his DF to uch, at this point he wouldn't even be able to hit Lucci. The weakest CP9 memeber was able to avoid ligthing sneak attack, Enel is even scrapping Lucci's knee.​

Califa dodged Nami's lightning without effort, only when she was tricked by the clones she got hit.

Califa is nowhere near Lucci's level, Lucci would geppou and soru the shit out of his tricks.

So I like your math problem but Gears x 2 = V(Speed) > Enel



Also Luffy didn't beat Enel ONLY because he was rubber, if Enel was that good he should've slashed/cut/stab/choke/drowned Luffy or at least dodge that giant golden ball with his 'lightning speed'

Enel has not shown the feats which suggest that he can beat or match rob lucci (assuming he can hit enel). His best feat is going up against luffy who was far weaker than the luffy that fought lucci himself. Despite the huge disadvantage that enel had against luffy at the time, he did not demonstrate anything that put him in lucci's league in anyway.

So rob lucci takes this.

he has a very deadly arsenal, now if he uses armament haki, it can really go either way...

why not give enel haki also?
