Well, Enel's attacks aren't really that strong; he wasn't able to kill any Strawhat even with direct attacks to their head. Lucci was able to completely push Luffy to his limits. Assuming Lucci has Haki, I give it to Lucci. Enel's speed is a problem but Lucci isn't slow and a counter attack would do some damage.

You guys are underestimating roushakiki techniques that Rob Lucci has in his arsenal, then he can also transform into a beast. Then give him haki, his a force to be reckoned with.

Don't get me wrong, i don't think Lucci will win but tbh it can go both ways. Both are strong motherf*kers :|

I dont think Lucci would be able to withstand some of Enel's strongest attacks so I would say mid/high diff

Lol Conis' dad survived Enel's punishment, this indicates that his lightning isn't all that powerful.

Wiper was able to kill Enel, and pre gear Luffy hit him with a giant golden bell. This indicates that his observation haki and speed aren't that great.

Enel wasn't able to kill Luffy on any other way, he could only use his lightning, this indicates how limited his range of moves was.

And he was the most arrogant character in the show.

Lucci takes this without too much difficulty because he has superior speed, power and a way to land hits

Enel is easily the most overrated character, every decent Vice admiral would be able to take them out.

Lucci was technically a little bit stronger than G2 luffy, base luffy beat Enel. If Lucci gets haki he wins high diff.
