Mission Name: The Crime Syndicate
Alignment: Evil
Type: Initiative
Rank: B
Description: Find villain your rank or below and convince them to ally with you.

That last job was a total disaster. His help were totally outclassed by that kid and Cold could only match him. If he hadn't been alone, perhaps he would have been defeated and rotting in a jail cell right now. No way was he going back to prison. He wasted enough of his life behind bars. The world owed him and he intended to collect. Until Snart could face and defeat any foe on his own, he would require a team. A group of like-minded individuals who could be relied upon to hold their own and that would answer to him. Though the question remained, where to begin his search? He decided a local bar that was notorious for housing the worst of the worst should have one or two villains lurking inside. If not, at the very least he could acquire some information on their possible whereabouts.

As soon as he enters, Cold scans the entire room and is surprised to find no one there particularly stands out. There were a few groups of common thugs scattered around the room and even fewer loners sitting at the front of the bar. Instead of bothering with either, he approaches the barkeep and states his intentions as frankly as possible.

I'm looking for criminals like me, the kind that can do things no else can do. Seen or heard anything useful? There's twenty bucks in it for you.

He slides the twenty towards the barkeep and then pulls it back slightly as he reaches for it.

Lie to me and you won't live to regret it.

Filth, Crocodile thought as he sat in a dark, gloomy bar. Filled with the scum of the earth, the worst it could muster, he felt he could still reach greater heights than being a common criminal. He had a greater plan in mind, but it required help, companions, a group, a dark organization. It would take time, and some dedication. A mere dream at this point, Crocodile thought. Smoking a cigar as usual, he couldn't help but notice a new face enter the bar, interrupting his train of thought. He hadn't seen this man before, and he seemed to look around like he was looking for someone, though didn't really search long before making his way to the very counter Crocodile was situated at. Based on what he said, this guy was looking for a criminal, and that he was. Crocodile didn't like being under someone, though he couldn't help but respond to the question.

"Do what kinds of things?"

Crocodile asks, with a stern voice, releasing a puff of smoke right after asking.

Cold turns his attention to one of the loners sitting at the counter. He creates a dagger of ice in his hand and stabs it into the counter.

That sort of thing. Know anything or heard any rumours that might be useful to me?

Crocodile smiles, taking the cigar out of his mouth with his right hand, and waves his left hand before the man in a rotational manner. Crocodile's left hand forms into a small sand based tornado, quickly subsiding once more and turning back into his normal hand.

"Would that suffice?"

Cold smiles in satisfaction at the display. What were the chances of finding someone like him so quickly? Almost seemed like this was meant to be.

That definitely makes the cut. Though there is the small matter of deciding on a leader. I'm of the opinion that the strong should lead and weak should be meek. If you wish to lead, you can battle me for the position. How does that sound?

Crocodile smashed the cigar into the bar counter, much to the barman's dismay, though he wouldn't oppose two men with extraordinary abilities, now would he? A smile crossed his face, as he turned towards the man.

"Wouldn't have it any other way, Mr..?"

Crocodile realizes he didn't even know who this man was, not even his name. However, this man's ideals..they were somewhat, familiar. He saw a bit of his villainous self within him.

Snart wasn't going give away his actual name so he decided on an alias for now.

Call me Cold. What should I call you?

Technique Name: Glacial Rain
EXP: 10
Type: Energy
Rank: C
Description: An initially imperceptible technique that Cold uses to cling frozen water molecules from the air moisture to the opponent’s clothes/body to sense them as well as weigh them down over time. Once set off, the process is autonomous, it’s simply a matter of the furthest icicles making their way to the opponent’s position. The icicles are too small to see or have any effect at all on their own, but this technique’s power lies in the cumulative effect of the individual icicles coming together. The frozen water molecules of water piling up on the body’s effects become vaguely apparent after one turn, when the opponent’s maximum speed falls by 5 points due to the added mass forced upon their person. two turn later, it falls by another five points. This total decrease in the target's speed by -10 will last for 2 turns afterwards, after which, the icicles melt the opponent’s speed returns to normal. This technique only has a visual tell from the third turn onwards (when their speed is -15 of what it originally was) due to the layer of frost covering their body/clothing.

Note: This technique cannot be stacked upon itself.
He then stands up and activates an imperceptible ability that freezes all of the air moisture and directs all of the shards of microscopic pieces of ice to cling to Crocodile's body and clothes over time. The pieces are too small to see and so all of this would be unknown to his opponent. He walks to the far side of the bar and calls out to Croc. He also activates another ability of his which surrounds his body in a field of cold energy.

Technique Name: Absolute Zero

EXP: 20
Type: Energy
Rank: B
Description: This technique is always active as a byproduct of Captain's Cold's Crytokinetic abilities. Cold is always surrounded by circular waves of cold energy not unlike the rings of Saturn in appearance. These waves encompass 360 degrees around him and span two meters in diameter. They cool down the surrounding air temperature to below freezing temperatures. Any small projectiles (such as arrows, bullets, spears) that enter the field are drastically drained of their speed and momentum and harmlessly fall to the floor before they hit Cold. Anyone who gets caught in the field isn't as badly affected due to their size but as soon as they enter the field and as long as they remain inside of it, their speed stat is reduced by 20 points. Inside the field, all technology C-Rank and below becomes inoperable and regenerative abilities become ineffective (C-Rank and below), while B Rank Technology and Regenerative Abilities are halved in their efficiency

Note: This technique is always active but counts as one of the user's moves per turn for as long as the technique is active
Note: The user isn't affected by this technique
Let's throw down here. I'm sure the barkeep won't mind.

Turn 1 of Glacial Rain
Absolute Zero is active for the rest of the battle

"I am Mr....Zero."

Crocodile says, as he activates his own inherent technique, gained by eating the Suna Suna No Mi. He only knew that this man could form ice, as he could form Sand, so it would indeed be an odd encounter. Nonetheless, the man, now known as Cold, made his way from Crocodile, initiating a casual stance. Thrusting his hand forward, it extends and becomes a large amount of Sand, traveling erratically towards Cold. Suddenly, from the Sand, two large spears of Solid sand would be blasted towards Cold, aimed at his legs. Crocodile had to test out this man's power.

He kept clear visibility.

"Indeed, he won't."

EXP: 20
Type: Energy
Rank: B rank
Description: A technique passively activated upon will, and gained by Crocodile as a by-product after eating the Suna Suna no Mi. Crocodile is capable of passively changing any part of his body, or his entire body, into Sand, allowing him to evade damage done by projectiles and small weapons, and even to allow close range hits to merely phase through him. This also allows Crocodile to reform after being hit by a large projectile, and form back into his full form. When completely hit, below the rank of the technique and scattered, Crocodile can reform elsewhere, up to Mid range from his former position, and travels in the form of small sand particles. Due to the technique being passive and merely activated at the start of a battle, its always activated but acts as one of the users' three moves per turn, and thus, when active, the user can only use two techniques. The technique is purely supplementary, and does not do any damage on its own. The technique only works on physical forms, and things below and equal to the rank of the technique. For the former, it can be done up to six times and the latter, up to four times.

EXP: 5
Type: Energy
Rank: D rank
Description: A basic application of his Sand Manipulation, Crocodile will use existing sources of Sand, or Sand that has been formed from his body after Saltar Atrás, to create several constructs of Sand, in free form and using it via hand gestures or mental command. These constructs are merely limited to his imagination, though can not be sentient, or extremely large due to the rank of the technique. This technique can be used offensively, defensively, and even for supplementary usages. Creating structures and tools, can be done in Short range of Crocodile and when using it offensively, can be done up to Mid range from him. The technique deals 20% of Crocodiles energy stat (which is 12) when used offensively.

Saltar Atrás remains active for the rest of the match.

Your speed should be -5 of what it originally was and my speed is +10 of what it was. So 20 and 30 respectively.
The plan was in motion. Mr. Zero should be beginning to feel the effects of Cold's technique by now and this meant that he was vulnerable. Snart points his hands towards the floor and releases a stream of cold energy to create a rideable wave of ice that he uses to evade the sand by taking an arced path to the right, ending up less than one meter behind his opponent in no time at all. Due to the proximity between the two, Crocodile would feel the severe effects of the field surrounding Cold thanks to his ability "Absolute Zero". His opponent's speed would drop by another 20 points (leaving him with a speed stat of 0 and completely immobile).

Had enough?

Technique Name: Winds of Winter
EXP: 20
Type: Energy
Rank: B
Description: Captain Cold releases waves of cold energy from either or both of his hands to freeze whatever he's targeting as long as it's within mid-range of his position. These blasts of cold energy slow down any movement at the atomic level to a complete halt and can be used to clash with other energy-based abilities (such as fire, lightning, hard light, etc). Anything solid or anyone caught in the blast will be encased in a prison of extremely cold ice. If the opponent has a strength stat greater than 40, he or she will be capable of breaking through the ice through sheer force alone but the exposure to the cold will leave them slower than usual for a short while (-20 to their speed stat for three turns). This technique does 60% of the user’s Energy stat in damage. The user can also use this technique in a supplementary manner to create a rideable wave of ice beneath them by directing the blasts of cold energy towards the ground (see image in spoiler). While using the slide, the user can move at speeds +10 their own.

Cold was good, and could activate techniques without any indication, much like himself. Nonetheless, noticing that he felt odd, and that Cold now evaded the spears, and aimed to move towards him, Crocodile formed his entire body into Sand, and escaped through a window, to the outside of the bar like a mass of dust (not sure if this deactivates the Glacial Rain technique since everything becomes Sand and then reforms anew). The small space was entirely working against him in a situation where his opponent is not only good, but also faster than him. Using the Sand of his body, whilst escaping from the small space, Crocodile would form two massive hands, which slam down upon the bar's roof, causing it to collapse onto itself. Crocodile stood outside the bar, once more at Mid range distance, knowing that Cold could easily escape this.

"Not bad..."

As Crocodile turned to sand and escaped out of the window, Cold smiled a little. The man would be useful to have on his team. Just then, two hands constructed entirely of sand slam into the top of the bar and it doesn't take a genius to figure out what happens next. Since he's already near and approaching the window Mr.0 left through, Cold just jumps off his platform and out of the window, landing a few meters away from the reformed Crocodile.

I'm impressed. Truly.

Cold then releases a wave of cold energy from his hands directly towards his opponent. The wave was his strongest technique at the moment and far surpassed the rest of his arsenal in speed (it moves at a speed of 42). On contact, the beam would freeze Crocodile solid and prevent him from turning into sand. Cold would then shatter the ice through his will alone, leaving his opponent a lot slower than before (-20 to your speed stat for 3 turns).

You might be untouchable but sand can be frozen and ice can be broken. Remember that if you ever think of crossing me.

Cold begins to walk away and with his back turned, he utters one final comment.

When the time comes, I'll call upon you to be a part of a team led by me. I expect you to answer that call.

He was too fast, and strong...for now. Crocodile stood his ground, despite being hit with a powerful technique. He had seen it, now he knew he had to work on getting better, and taking on Cold on another day. A cigar is lit, slower than usual, and without a care in the world, Crocodile smokes it. He accepted his defeat for now, but next time..next time, would be different.

"...Cold..."

A stream of smoke is released before him, Crocodile watches as Cold walks away.
