Kamui made Kakashi a low-kage level Shinobi.

He's high jounin now.

He's not weak, its just that the large majority of the readers can't see anything besides 'op' jutsus, in this case Kamui.
Kishi made him rely on his Kamui because its an easy way to deal with everything that comes across Kakashi, i would've done the same as a writer.
He has obviously lost a great asset, but he still has so much under his sleeve... his full arsenal goes up to more than 1000 jutsus.
