first off I would like to say I was not sure where which topic this would go under so my mistake if its under the wrong topic section anyway I would like to know if there where any villages that could need an extra shinobi or not I am still new to the hole RP system so I don't have much experience but I am willing to learn

You have to send a request to a village, no Kage will look for you. After sending the request, you can directly ask the Kage via VM to accept you. Most villages won't deny you entry if you don't have any training.
