In fact that would make it even more likely, since Ashura could need power to protect his philosophy. Also we do not have details of their time. Who knows what was up. Hagoromo does not believe in peace through power and neither does Ashura

I see no reason for Hagoromo giving more power to him or Ashura asking for more power, the key for peace was always co-operation and understanding
