Are you serious? Gaara was a great Kage, and I'm sure the 3rd mizukage was too before he was being controlled by Obito. Naruto will be a hokage, even after he defeated Pain Leaf villagers were praising that Naruto should be Hokage, all we ever hear people talk about is how he surpassed this person or that person. His dream is to surpass all previous Hokages which he will in time. A Kage is someone who can ultimately protect their village, Naruto at 16 already saved the Leaf from Pain(which the 50 yr old Hokage failed to do) and helped turn the tides of this war....so I'm pretty sure he's capable of protecting his village
